Why the shuttered Hampden trash plant still hasn’t restarted

It’s been more than two-and-a-half years since the shuttered trash plant in Hampden closed. Why has it still not restarted? The Municipal Review Committee and Revere Capital Advisors, its financial partner, plan to close the deal in two phases, with the first being completed by Jan. 25 once the plant has secured changes to its state permits. Part two is the larger financing needed to fully restart the plant. The plan is to have the plant operational sometime next year.
